Culture Blue Helmets to be based in Turin

February 15, 2016
The UN task force that will handle the protection of cultural heritage on an international scale will be trained in Turin.
The so called "Blue Helmets of culture" will be part of a special unit called "Unite for Heritage", and will be trained at the newly built ITRECH (International Training and Research Center of Economies of Culture and World Heritage).
Countrary to what its name might suggest, the new unit will not take action to protect the cultural heritage in armed conflict scenarios, and therefore will not be able to deal with situations such as that of the city of Palmira, which was involved in the Syrian civil war first, and in the IS' attacks more recently.
The aim of the actions will be situations such as natural disasters, in order to contribute to the safeguard of the cultural heritage potentially exposed to severe harm.
The only role that the unit might play with regard to war scenes will be ex post evaluation of damages, and therefore once the conflict is over and the conditions are safe for its member to take step in (as a matter of fact, its members will be not only military staff, but also academics and scholars).
Attached is the draft of the agreement giving birth to the new UN center.
